Opening Seminar

Climate change has raised further significant issues that affect the agricultural sector both as such and in terms of food security.  Risk management tools, and in particular the insurance of production against climatic events, can contribute to the support of agricultural incomes, not only financially for the primary sector, but also to provide continuity in the provision of the 'common goods' that agriculture provides to the community, such as biodiversity, land preservation, and food security. However, despite the presence of public funding, the use of these instruments by farmers still does not reach a sufficient level of awareness and diffusion.

The Budget Law 2022 established the national mutual fund called AgriCAT, with an original formula to compensate losses due to catastrophic events (frost and hoarfrost, flood, drought). However, it is a question of understanding how the fund coordinates with existing institutions (insurance contracts, mutuality funds, IST), how the necessary complementarity between active and passive defence instruments can be implemented, how to protect against consumer risks within the agri-food supply chain, and how to create public-private synergies in a pilot sector in the construction of climate change mitigation and resilience actions aimed at fostering the sustainability of agricultural enterprises and food security. This is the theme of the annual conference that is the result of a tried and tested collaboration between Cesifin Alberto Predieri Foundation and Aida Tuscany Section, in which all the issues will be scrutinised not only through the legal lens but also through the lens of concrete experience and knowledge from the inside of the underlying problems.

On this occasion, the project funded by the European Union - Next Generation Eu "Insurance Solutions to enhance crop production resilience to extreme climatic events by means of blockchain and IoT technologies" will be presented, involving three units of the University of Florence: DSG (coordinated by Sara Landini); DAGRI (coordinated by Camilla Dibari) and DIEF (coordinated by Romeo Baldinelli). The coordinators will be present.
